I wouldn't call the worsening of depression or OCD a "paradoxical" reaction in that it is not really opposite to the accepted therapeutic anxiolytic and hypnotic properties that they usually exert. A paradoxical reaction would be things like the emergence or worsening of anxiety or insomnia.

From personal experience and the accounts of others, clonazepam can indeed produce or worsen depression. It is usually a mild to moderate worsening. I have not heard of its potential to precipitate or worsen OCD. However, it seems that clonazepam has some poorly-understood serotonergic effects that indeed might be responsible for both psychiatric side effects.
