You seem to have a misconception about Medicaire. Doctors don't have to treat any Medicare patients. They can refuse to accept any Medicare patients or only take a few.
I can almost guarantee you that this is not going to change, ever.
There aren't any "slots" required by Medicaire. A number of doctors or clinics have a rule that they will treat a specific number of patients -- but that is a personal decision, not a federal law.
If the law passes, it apparently will cover at least some benzo's. I'm just guessing (and as a taxpayer, I hope) that they will only cover the most cost effective generics. There are differences between various benzo's, but if you take a step back, they aren't really huge differences. Most any of them get the job done.
