As far as I understand it, this is not a formal medical specialization, but instead is a voluntary designation. The International Society of Psychoneuroendocrinology meets in Madison Wisconsin this August. Maybe you can get some literature? There's also a collection of similar organizations listed here: http://www.isneuro.org/ There are contact lists for individual countries/organizations.
Maybe you can find some local endocrinologists, and then check their credentials to see if they list membership? Or find a library that carries the ISPNE journal, called Psychoneuroendocrinology, and check for references there?
I couldn't find a public list, in any case.
