Is there something I can replace the Klonopin with. Although I take a very small dose .25mg-.5omg, it seems to make me feel lethargic and lowers my mood somewhat. I tried Buspar years ago, but it did nothing.

I would suggest it, it has a long half life, even longer than Klonopin (in vivo 24 hours vs. 16) and you might even get away taking it once a day. For me, 10 mg of Valium is approximately equivalent to 0.5mg of Klonopin.
All benzodiazepines will affect depression to a little extent because by their very nature, they are CNS (central nervous system) depressants, which is one component of anxiety reduction.
As a sidebar, its interesting that you felt accustomed and sedated with Effexor, its such a strong NE drug in my opinion -- but you may have more depression than anxiety.
