Too much norepinephrine might cause anxiety.

But I'd say that neurotransmitter which is the most responsible for anxiety is GABA. Anything that increases GABA in the brain : benzodiazepines (Klonopin,Xanax,Valium etc), barbiturates, ghb (xyrem), l-theanine - decreases anxiety.
