That is not "depressant" in the sense of "it depresses you." It just means that it inhibits activity of the CNS (or parts of it). Stimulants are also very capable of depressing the **** out of a person when you "come down" (certainly me). And depressants often make one feel emotionally better until it wears off and the hangover-type effect sets in. So it's all fairly relative.
