I'm thinking more fantastical stuff like the classic 'CIA are after me' grandiose beliefs. My experience of persecutional beliefs have involved a total breakdown of contact with reality and I have ended up sectioned as a result of my bizarre behaviour while labouring under these delusions. I think you're referring more to mild paranoia and socially phobic experiences, although not being qualified I'm not really in a good position to judge!
