I don't know about dl-phenylalanine, but there is a drug named memantine that is supposed to mitigate opioid tolerance. It is closely related to amantadine, and like amantadine, blocks NMDA receptors and is antiglutamatergic. Memantine is available now in Germany, and will probably be approved in the US soon for Alzheimer's Dementia. Another possibility might be acamprosate (Campral). It is also antiglutamatergic.Hopefully, you won't need anything else.
How does tramadol affect you? Does it help with depression?
