I agree with you that if you buy it off the street, it is potentially dangerous. Some people have been known to use highly substandard chemicals in the process or out of date synthesis. A simple synthesis from GBL-GHB using NaCl isn't at all difficult, but more complicated synthesis not using GBL as a precursor are certainly more dangerous...not only that, on the street if you ask for GHB, you are probably just as likely to receive ropheynol, another supposed date-rape drug with very powerful effects.
The point we, or at least I, am making here, is that not all of us buy it off the street, and some of us remember what it was like back when it was legal and large scale chemical manufacturer's were turning out tons and tons of 99.99% pure product a day. When it was legal, we didn't have the problem of impurities. No one in their right mind would bother with a complicated synthesis if they could buy guaranteed pure product just as cheap.
I disagree that it should be administered by doctor's care. Legalize it, along with all drugs. Eliminates drug caused violence, funding of underground organizations such as Al-Quida, puts drug czars out of power, makes sure people receive pure product and needles (thus reducing spread of HIV), and most of all, gives us the fundamental right of being human, that is, to live as we wish so long as it harms no one else.
