"Thread" is short for "discussion thread", a sequence of posts about a particular topic. If you click on "Thread", it takes you to a list of those posts.
If you want to add to that discussion (on that particular topic), click on "Post follow-up" (or scroll down to the bottom of a post in that thread).
If, however, you want to start a new discussion (on a new topic), click on "Start new thread" (or scroll down to the bottom of the main page for the board).
