Serotonin increase causes dopamine decrease?

I've read that an increase in the activity of serotonin, from drugs like ssri's, causes a decrease in the activity of dopamine. Could someone clarify? I would like to know if this effect on dopamine is long-term, lasting even after the serotonin drug is stopped.
