Only a pscyhiatrist would be able to tell you if you really had mania, but I suspect that you have a little hypomania. The only problem with hypomania is that it is accompanied by a dysphoria after it ends. There is no higher high without a lower low.
I don't know where your "consultant" got his information from, but there is no scientific evidence to support the notion that mood-stabilizers inhibit creativity.
