if you click on it will take you into a chat room where you can talk to people from here, but usually no one is there so people sometimes post that htey are going to be there.

I think its just someone is wants to talk about anything, i've seen that many times.
Anyways when i do that i usally just say hi and show them my website:

I think you need a yahoo account, but Im not sure. Do as Crazy T said and then go into chat and you type messages to people live (if anyone is in there)
