I think a draft might be just the thing. There must be more to the 60s than the draft, but it would have to be the single biggest influence?

Never going to happen.
Rangel's tried before hasn't he? And according to Democratic leadership, his new position doesn't give him any extra power to get it done.
Which, IMO, tells you what the democratic leadership thinks of the idea.
I can just hear the discussions. Let's see. We win control of the Congress, and institute a draft? How will that play in '08?
