The deputies have no access to anyone's email addresses. Dr Bob is the only one who can email you from this site, because he's the only one who can see your registration information. The only way the deputies can contact anyone here is via BabbleMail, and only if you've activated it.
As to why no automatic notification goes out about PBCs or blocks, you'd have to ask Dr Bob. Babble is always evolving, so it may be as simple as he hasn't yet throught of that idea. Perhaps he will be able to answer that one better when he returns from Paradise -- er, Australia.

It crossed my mind this might be a source of embarrassment to a person, and this may be the reason notifications are not sent to their inbox. Just a thought.
