looking back at a pdoc i had several years ago.....i was on 600 mg of tegretol in the mix and was convinced i was having a side effect he told me to just stop for a week....terrible ...the same with cymbalta 60 mg told me to just stop for a week is this plain mad medicine instructions from a person that didn't care?

It could be. More likely, its advice from somebody who doesn't fully appreciate how powerful these medications are. Coming off seizure meds, even for non-epileptics, can cause seizures.
In the trials for Cymbalta, there was a suicide (in a non-depressed person) who, apparently, was withdrawn from the drug too quickly.
