benzo withdrawl can cause anxiety, and in some cases when it's taken away from someone with existing anxiety disoders then it can cause similar anxiety panicy feelings, which ... shortness of breath is a symptom......
but yea...what kind of shortness of breath, do you get anxiety, or is it just by itself?

Have you changed your dosage of the BZD?
What other symptoms are you experiencing?
From the stuff I've seen using Google, difficulties breathing can be a symptom of withdrawal. Does your heart race? You might need to see a medical professional to rule out other causes.
Ed_uk might have a better idea as to how to interpret your symptoms.

Interestingly, when you take a dose of pure GABA and it 'hits,' people are prone to big gasping breaths for a few minutes or so. I'd imagine changes in GABA from benzodiazepine withdrawal could cause shortness of breath. Also, withdrawing may have exacerbated your sleep apnea some. You probably aren't sleeping as peacefully.

What do you mean by shallow breathing exactly? And have you reduced your benzo dose or stopped it?

This can be a symptom of anxiety. Anxiety is common when you reduce the dose, especially if you reduce too fast. Symptoms normally improve after a few weeks.
