For starters, people will abuse anything. Wellbutrin is probably less abusable than ritalin or dexedrine. It is a weak dopamine reuptake inhibitor (like cocaine), but injection is necessary to get any kind of meaninful 'high'.
However, I also heard that seroquel was crushed and snorted / injected. I don't think its so much that the drug is seriously addictive, its more that people are desperate.

And there is a punitive culture which longs to crack down on unauthorised states of mind. For example, hill billy heroin, though that has at least some basis in fact. This is why 60,000 Mexicans have been killed over the last whatever. When Seroquel can become a drug of abuse you have to wonder what is going on.

Around 1973 the Premier of Queensland foreshadowed the banning of bananas because some people had been (apparently) stripping those stringy things from the inside of the skins, heating and smoking them to get high. Which we immediately did, to nil effect. Much later the government of New South Wales talked about banning the Leopard Tree and various wattles, so we learned there were drugs (DMT) there too if we could be bothered.
In Cusco I was buying some maca and realised the stall contained San Pedro and ayahuasca in which no one was interested. First world countries may feel the need to impose exclusion and moral panic on sections of the population to create first world problems (crime, sanctions, outrage) to solve so others can feel safe at home. Good luck to them. Won't work of course.
