It's considered a Nootropic/smart drug, I believe it is available under the brand name Olmifon.

No, i've since learned it is not available in the U.S.

It is available for purchase in the States, under the brand name Olmifon. Due to the restrictions of the forum, I can not tell you the web source for ordering this medication :/
