Pure speculation, but maybe because it can induce mania. At Walmart, in the States, you can buy melatonin, DHEA, and other supps banned in Canada. I don't think Health Canada has ever said why they're banned.

I can certainly understand the ban on DHEA, and perhaps SAM-e due to the possible mania you mentioned... but melatonin? I wonder why?

Following a statement that the existing research into the efficacy of melatonin has been inconsistent, Health Canada expresses the following:
"Melatonin is not licensed in Canada, and its safety has not been established. Melatonin is sold as a dietary supplement in health food stores in the United States. The FDA (Food and Drug Administration) does not regulate dietary supplements, and therefore the purity and potency of melatonin products obtained in the U.S. cannot be guaranteed."
