I've never understood this. It's an antipsychotic, so it ought to be a dopamine antagonist. But others have said that it's
dopaminergic. Is is dopaminergic at low doses, and a dopamine antagonist at higher doses?

Yes that is exactly right. Other antipsychotics (Zyprexa, Risperdal) also are like this. When they work as desired, they are prodopinergic at low doses. However, amisulpride and sulpiride differ from all other antipsychotics in that they act only on the (D2/D3) dopamine receptors.
